Help, please, with Skippy outflow

We just set-up our 100gal skippy with a 3" outlet that has a pvc Y connected to 2 1.5" hoses that go to my waterfall. I had to raise the Skippy so the top of the water would be above my waterfall (where the hoses go...). At first, the two outflow hoses were long and just hung past the waterfall to run into the pond. Now that the hoses are cut, only one of the hoses will ever get a water flow at a time. This causes my skippy to overflow.

Does anyone have a set-up similar to this that works? Unfortunately, my husband glued the pvc pieces together before we tested it and the "Y" has one exit higher than the other. That one does work some of the time, but I haven't been able to get them both to work since I cut the hoses. I'm really hoping we don't have to add 2 2" drains to the skippy (below the 3" so the water wouldn't get there) and run 2 separate outflow hoses.

Any ideas? We're under water restrictions and this really drains a pond quickly. ...even when I'm right there to turn it off quickly.

I do understand that I can reduce the flow of my pump by redirecting more of it to the fountain, but it was working okay before I cut the hoses at the same flow it is now...
